The ball will always spin when you hit it, it’s just the amount of revolutions the ball gets. More revs = more spin. A crisp, clean action, striking down on the ball and not getting any grass etc trapped in between ball and club face will get some spin.

You also could look at the descending angle of shots. If they are coming in flat, they’ll rarely hold where you need. All about height too!

Spin formula is proper technique + premium wedge + premium ball. Knowing that, we can buy 2 out of the three things we need. If you want to spin like PGA TOUR tv, use the same equipment and habits. It is not uncommon to change the highest lofted wedge every month on TOUR. Most people can't do that, but it is very important if you want spin. Secondly, they always use the premium (ProV1, ProV1x) balls. A basic range ball is virtually impossible to spin, launching about 5 degrees higher off the face, which usually reduces the spin by 40-50% compared to the same technique with a premium ball. Make sure the ball and club face is dry and clean. Lastly, the technique is not necessarily "steep" in strike. In fact, the low launch/high spin combination is almost always a "shallow" strike. Those TOUR players are not taking divots when they get that high spin action on short shots. You typically cannot even see where they hit the ball from...Technique would be: path left, open face, shallow attack angle, lots of shaft lean. Easier said than done!
